Priorities in the Roadmap

My question is how to understand the Roadmap columns. There are several "TODO Prepaid" columns numbered one through five. The columns numbered four and five have a red bar at the top. Is there any meaning to this numbering? Do they represent the priority of the features/bugs?

I am asking because I am interested in the "My Cards" page (GH issue 1667).
