Wekan is an open-source kanban board (Trello like) which allows a card-based task and to-do management.

There were some talks about PWA (progressive web app), but not sure about it
There if FriendSky mobile app for iOS and Android. FriendSky is in beta VIP testing. It is also possible to install Friend server from source code and use same iOS and Android apps with it https://github.com/wekan/wekan/wiki/Friend . Inside Friend is desktop, where Wekan app icon can be installed. There will later be Wekan integrations to Friend drives like Google Drive/Dropbox/sftp/Samba/Weddav . Anyway, inside Friend there is Wekan webbrowser version in window. But if you don't need all the functionality of Friend, you can just run Wekan in mobile Chrome webbrowser. There is in progress fixes to improve mobile web usability, a lot is already added.
It's possible that maybe separate only-Wekan app would be based on Friend platform, in that case Wekan mobile app would work like just Wekan directly, and maybe some way also to get to Friend Desktop.
There will probably also be other mobile apps from other platforms where Wekan integration is still in progress and not ready yet.

Also, as Stefan said above, current trend is also to make PWA apps. For that, Wekan already has manifest file, that I have tested with desktop chrome app mode that it works, launching Wekan like app, without browser menus. Most likely it's also possible somehow to add Wekan as app icon to Android and iOS like any other PWA app, but if it's still missing some related functionality, it could be added later.
I would think that currently easiest experience you would currently have with Wekan Snap version and using with Mobile Chrome webbrowser.
Wekan Snap has automatic updates.
On some other mobile webbrowsers there could be more issues, because currently mobile browser detection code misbehaves and selects wrong javascript code to execure.
Also, in Mobile Chrome you can add files to boards, etc
Wekan Snap includes full server with database, so Wekan Snap can be installed to local network to server that does not have ports open to Internet. If there is open ports to Internet, Caddy webserver included in wekan provides automatic Let's Encrypt SSL cert, or you can use your own SSL cert, as documented at Wekan GitHub wiki. Also other webservers like Nginx and Apache can be used in front of Wekan to provide SSL.
Wekan uses Meteor web framework www.meteor.com so that's Javascript on frontend and backend using nodejs and mongodb
Snap is sandboxed with strict confinement, Wekan code can not access files outside of /var/snap/wekan directory
All Wekan data including files is stored to Wekan MongoDB database. You can also store files to harddrive directly instead, you see setting for that with command: wekan.help

Wekan does not currently have offline functionality.

but cards of board can not currently be edited offline
As can be seen from my Roadmap https://boards.wekan.team/b/D2SzJKZDS4Z48yeQH/wekan-open-source-kanban-board-with-mit-license , currently I'm working on adding Assignee field like Jira, it's mostly already implemented. Also drag handles for more mobile usability is nearly done, some parts still do not have drag handles - other parts of card can be used to drag board up and down with finger, only drag handles move cards and lists.
After those, I will implement notification drawer like Trello.
